Disabled people to lead first-ever full review of Personal Independence Payment (PIP)
Following our recent disability benefits campaign Support not struggle we’re pleased to see the government putting disabled people at the heart of the first-ever full review of Personal Independence Payment (PIP).
The Timms Review, named after the Minister for Social Security and Disability Sir Stephen Timms, will be co-chaired by Dr Clenton Farquharson CBE, a national advocate for disability rights, and Sharon Brennan, an experienced leader in health and accessibility policy.
The review aims to ensure PIP reflects the realities of living with disability today, supporting independence and participation in society. Since its introduction over a decade ago, PIP has never undergone a full review even as the number of disabled working-age adults has grown by nearly three million.
Steering Group Recruitment
An Expression of Interest has been launched to recruit 12 members for the review’s steering group. The majority will be disabled people or representatives of Disabled People’s Organisations. The group will lead co-production and provide strategic direction, ensuring the voices of disabled people are central to shaping PIP’s future.

The Expression of Interest is open for four weeks and is available in alternative formats via GOV.UK. The Timms Review will report to the Secretary of State for Work and Pensions by Autumn 2026.
